LUKOIL MID-EAST LIMITED, a designated Operator for the West Qurna (Phase 2) Contract Area in the Republic of Iraq, is developing the West Qurna – 2 oilfield under the Development and Production Service Contract signed with the South Oil Company of the Iraqi Ministry of Oil.
Legal entities, domestic and foreign companies having experience of implementation of projects similar by nature to the subject of the Tender, which are allowed by the legislation of the Republic of Iraq and/or by their country of certification to perform services in the Republic of Iraq may participate in the Tender.
Companies acting as Bidders shall meet the following minimal qualification requirements specified in Tender Documentation, including:
a) to have an average annual turnover for similar services for the last 3 (three) years in the amount of not less than 3 000 000 US dollars;
b) to have in the last 5 (five) years the experience in EPtW (Electronic Permit to Work System) projects;
c) to have experience in building the interface between EPtW and ERP;
d) to have experience in Permit to Work procedures development;
e) to submit required Bid Bond;
f) to appoint an experienced Project Manager whose general experience is not less than 10 (ten) years and experience in similar projects is not less than 5 (five) years.

The written request of Bidder shall contain the following information:
• Full name of company; mail address; phone; fax; e-mail address; full name of contact person and his e-mail address.
The Tender Documentation shall be sent by e-mail without any responsibility for loss or late arrival after submission of a written application as noted above. Envelopes with Bids shall be delivered to the address specified in Tender Documentation before 03:00 p.m. of 18 March, 2013.
